The Disaster Recovery Finance Director (DR-FD) is responsible for the administration and management of the Virgin Islands Housing Finance Authority’s (VIHFA’s) Community Development Block Grant Disaster-Recovery (DR) financial systems. The DR-FD reports directly to the Chief Disaster Recovery Officer (CDRO) and serves as the principal financial engineer for the CDBG-DR Program. The DR-FD is primarily responsible for managing the transparent, efficient disbursement of CDBG-DR funds and ensuring that financial system and processes are compliant.
The Community Development Block Grant Disaster Recovery (CDBG-DR) Accounts Payable Specialist performs accounts payable functions in support of the CDBG-DR Division. This position reports directly to the CDBG-DR Finance Manager and provides support to that position as needed.
The Community Development Block Grant - Disaster Recover (CDBG-DR) Senior Accountant is responsible for approving and posting financial transactions in DRGR and the internal financial system to ensure all expenditures and revenues are recorded accurately and in a timely manner. This position reports directly to the Disaster Recovery Finance Manager and provides support to that position as needed.
The Senior Construction and Project Engineer coordinates the construction initiatives under the Community Development Block Grant - Disaster Recovery (CDBG-DR) program. Responsible for coordinating activities of housing reconstruction and rehabilitation for single family, multi-family, public and affordable homes as well as public buildings and infrastructure and other disaster related construction projects. This is a Territorial position.
The Senior Program Manager/Project Lead works under the direction of Chief Disaster Recovery Officer to provide direct project management support to assigned projects within the organization. The Senior Program Manager/Project Lead initiates, plans, develops, executes, and manages project timelines, conducts problem assessments, ensures efficient project implementation, and reports on project performance in conjunction with project sponsors. Expertise in the use of project management tools, facilitation, group processes and critical thinking is essential.
The Director of Communications is responsible for executing all functions of public relations for the Virgin Islands Housing Finance Authority’s Community Development Block Grant, Disaster Recovery (VIHFA – CDBG-DR). The individual in this position will be responsible for the development and implementation of a comprehensive communication strategy, will serve as the creative architect/editor-in-chief for all internal and external communication, and will maintain a positive image for the Authority by working with various members of the media. This is a Territorial position.
