POSITION SUMMARY:

The Community Development Block Grant Disaster Recovery (CDBG-DR) Financial Specialist is responsible for the fiscal management of the CDBG-DR and other Federally funded grants.  This is an entry level position, and it supports the financial operations by managing, reporting, analysis, and executing compliance activities.  This role ensures accuracy in financial data, supports decision-making and helps maintain strong internal controls and efficient financial processes. This position reports directly to the Finance Manager and provides support to that position as needed.

ESSENTIAL FUNCTIONS:

  • Reviews purchase orders and invoices and reimbursements for compliance with grant/funding terms and internal expense policies and maintain matching documentation necessary to support financial transactions
  • Performs cash draw downs and prepares check requests appropriately to ensure proper disbursement of Federal funds
  • Reporting and inputting data into Disaster Recovery Grant Reporting (DRGR) system
  • Responsible for reconciling the Federally funded programs related to the preparation of financial reports
  • Reviews and prepares journal vouchers for accuracy and compliance with policies on a monthly basis for accurate recording of financial transactions and post them to the general ledger
  • Perform account analysis and prepare journal vouchers for correcting entries when necessary
  • Reconcile accounts and investigate discrepancies
  • Compiles information and prepares reports by monitoring variances, identifying trends and assisting management’s financial decisions
  • Participate in the creation of schedules and report for internal and external auditors, providing explanation and supporting documentation as necessary
  • Collaborate with internal teams to support financial operations and reporting needs
  • Recommend process improvements to enhance efficiency and accuracy
  • Provides guidance to internal or external stakeholders on all grant funded financial activities to include payment processing policy and procedure
  • Assist in the development and maintenance of the Action Plan, amendments, grantee administrative budgets, and related financial assumptions
  • Assist with the month-end activities and the preparation of schedules validating account balances
  • Performs other related duties and responsibilities as assigned

POSITION REQUIREMENTS AND QUALIFICATIONS:

  • Education: A. in Accounting, Finance, or a related degree program
  • Experience: 2-3 years of relevant work experience in Finance or Accounting

Knowledge of DRGR or QPR Federal reporting requirements, a plus

Equivalent combination of education and experience maybe substituted

  • Knowledge, Skills and Abilities:

Strong understanding of financial principles and reporting

Proficiency in Microsoft Office and grant or financial systems

Strong analytical and problem-solving skills

High attention to detail and accuracy

Effective communication and organization skills

SALARY:  $55,000.00 - $65,000.00 per annum depending upon qualifications
