The Risk Management Analyst supports the Authority’s risk management function by assisting in the identification, assessment, documentation, and monitoring of operational, compliance, financial, and programmatic risks associated with federally funded disaster recovery programs. The Analyst applies risk management tools, methodologies, and internal control practices to support effective grant administration and reduce risks that may disrupt operations or negatively impact recovery and mitigation funding. The position provides analytical and technical support for risk assessments, monitoring activities, and internal control evaluations across programs administered by the Recovery Division. This position reports to the Director of Risk Management.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assist in the implementation and ongoing monitoring of a risk-based program designed to identify, assess, and mitigate risks arising from internal processes, personnel, systems, or external events
  • Support the identification and documentation of operational, compliance, financial, and programmatic risks associated with federally funded disaster recovery programs
  • Conduct reviews and assist in evaluating the adequacy and effectiveness of policies, procedures, operational processes, and internal control activities
  • Assist in analyzing business, programmatic, and system changes to identify potential risk impacts and support the development of risk ratings and mitigation strategies
  • Provide analytical and technical support for operational risk reviews, monitoring activities, and internal control assessments for initiatives spanning multiple units within the Recovery Division
  • Support program leadership and staff in the development and documentation of corrective action plans to address identified risks or control deficiencies
  • Assist in reviewing frontline control activities, key risk indicators, and performance metrics to identify trends and potential risk exposures
  • Prepare draft reports, summaries, memoranda, and supporting documentation related to risk assessments, monitoring activities, and oversight reviews
  • Compile risk findings and supporting documentation to assist senior staff in preparing recommendations and risk-related analyses for management review
  • Support responses to internal reviews, external audits, HUD monitoring visits, and regulatory inquiries, including documentation collection and follow-up tracking
  • Collaborate with program staff, compliance personnel, quality assurance teams, and policy staff to gather information, resolve issues, and support improvements to risk management practices
  • Assist in the development and maintenance of risk management tools, documentation, and procedural guidance
  • Exercise sound judgment in completing assigned tasks while operating under general supervision
  • Perform other related duties as assigned

QUALIFICATIONS:

  • Education: Bachelor’s degree in business administration, Auditing, Public Administration or related field
  • Experience: Minimum of five 5 years of professional experience in auditing, compliance, monitoring, risk management, or oversight of federally funded programs. At least three 3 years of experience supporting CDBG, CDBG-DR, CDBG-MIT, or similar federally funded disaster recovery or housing programs is strongly preferred. An equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered.

Knowledge, Skills & Abilities:

  • Knowledge of risk management principles and internal control practices applicable to federally funded programs
  • Ability to support the development and maintenance of tools used to track and assess compliance, operational, and financial risks
  • Strong analytical, organizational, and documentation skills
  • Ability to prepare clear, accurate reports and supporting materials
  • Ability to manage multiple assignments and meet deadlines in a collaborative, team-oriented environment
  • Proficiency in Microsoft Office Suite
  • Strong written, verbal, and interpersonal communication skills
  • Ability to maintain confidentiality and appropriately handle sensitive information
  • Knowledge of federal regulations governing HUD-funded programs, including 2 CFR Part 200 (Uniform Guidance), Section 3 requirements, Davis-Bacon labor standards, procurement standards, and federal financial management principles is preferred
