POSITION SUMMARY:

The Senior Financial Specialist is responsible for the fiscal management of the CDBG-DR and other Federally funded grants. It supports the financial operations by managing, reporting, analysis, and executing compliance activities. This position plays a key role in managing and enhancing the organization’s financial operations.  The incumbent is responsible for advance financial analysis, budget reporting, oversight, and assists with posting financial transactions while supporting strategic decision-making and ensuring strong internal controls.  This position reports directly to the Finance Manager and provides support to that position as needed.

ESSENTIAL FUNCTIONS:

  • Reviews purchase orders and invoices and reimbursements for compliance with grant/funding terms and internal expense policies and maintain matching documentation necessary to support financial transactions
  • Performs cash draw downs and prepares check requests appropriately to ensure proper disbursement of Federal funds
  • Responsible for reconciling the Federally funded programs related to the preparation of financial reports
  • Perform complex financial analysis to support grant decisions and strategic initiatives
  • Monitors and interface with all departments for payroll, shared costs and allocation transactions to ensure proper account coding under the established grant terms
  • Analyze grant funding forms, reviews statements, audit reports for completeness and accuracy
  • Compiles information and prepares reports by monitoring variances, identifying trends and assisting management’s financial decisions
  • Participate in the creation of schedules and report for internal and external auditors, providing explanation and supporting documentation as necessary
  • Lead preparation and review of financial reports and budgets
  • Monitor financial performance and identify trends, risks, and opportunities
  • Ensure compliance with internal policies, financial standards, and regulatory requirements
  • Recommend process improvements to enhance efficiency and accuracy
  • Provides guidance to internal or external stakeholders on all grant funded financial activities to include payment processing policy and procedure.
  • Performs other related duties and responsibilities as assigned

POSITION REQUIREMENTS AND QUALIFICATIONS:

  • Education: Bachelor’s Degree in Finance, Accounting, or a related degree program
  • Experience: 3-5 year of relevant work experience in Finance or Accounting

Knowledge of DRGR or QPR Federal reporting requirements, a plus

Equivalent combination of education and experience maybe substituted

  • Knowledge, Skills and Abilities:

Strong understanding of financial principles, reporting, and internal controls

Advance proficiency in Microsoft Office and grant or financial systems

Strong analytical and problem-solving skills

High attention to detail and accuracy

Effective communication, strong organization and time management skills
