Overview

The Virgin Islands Housing Finance Authority (VIHFA) offers three different rental housing programs: Emergency Housing, Subsidized Housing and Tax Credit Housing. However, the programs are managed by different companies. Both the  Emergency Housing Rentals  and the Tax Credit Housing Rentals  are managed by the Virgin Islands Housing Management, Inc. while the Subsidized Housing Rentals  are managed privately by Property Management Companies.

The Emergency Housing Program is designed to provide temporary housing for victims of domestic violence, natural disaster, catastrophic incidents and financial hardships. The Tax Credit Housing Program provides affordable rental units for low-income persons. The Subsidized Housing Program provides economic assistance that reduces housing costs and expenses for people in need with low to moderate incomes. 

Emergency Housing Rentals

The Virgin Islands Housing Finance Authority’s (VIHFA) Emergency Housing Program is designed to provide temporary housing for victims of domestic violence, natural disaster, catastrophic incidents and financial hardships. There are a total of nine emergency housing communities in the Territory. To be eligible for consideration in the Emergency Housing Program, participants must meet the following criteria:

  • Be a victim of domestic violence, a natural disaster, a catastrophe, or have a financial hardship
  • Be able to afford the rent and utilities
  • Be represented by a Service Provider

St. Croix Emergency Housing Units

Anna’s Hope

The Anna’s Hope rental community is located in Christiansted. This community consists of two apartment buildings which contain sixteen rental units. There are eight (8) two bedroom units and eight (8) three bedroom units. All units contain one bathroom.

Profit
Profit Housing Community is located in Christiansted. This community has twelve (12) rental units. There are eight efficiencies and four (4) one bedroom units, with one bathroom per unit.

Campo Rico
Campo Rico is located in Frederiksted. This community has sixteen (16) rental units all of which are one bedroom and one bathroom apartments.

St. Thomas Emergency Housing Units

Charolette Apartments
The Charolette Apartments are located in Hospital Ground. Charolette consists of six (6) apartment buildings which contains thirty (30) rental units. There are six (6) efficiencies, and twenty four (24) two bedroom apartments. Each unit has one bathroom.

Ross Taarneberg
Ross Taarneberg Apartments are located in Pollyborg. This community consists of four buildings with a total of twenty four (24) rental units. There are three (3) one bedroom, three (3) three bedroom and eighteen (18) two bedroom units. All of the units have one bathroom each. 

Staabiland Apartments
Staabiland Apartments are located above Savan. There is one (1) apartment building with three (3) rental units. There are two (2) one bedroom units and one (1) two bedroom unit. Each unit has one bathroom.

Security Deposits are refundable upon move-out and upon inspection of the unit’s condition.

Tax Credit Housing Rentals

The Virgin Islands Housing Finance Authority has several residential communities that are managed privately by the Virgin Islands Housing Management, Inc inconjunction with other Property Management Companies.

Altona
The Altona Low Income Housing Tax Credits (LIHTC) community is located at Altona Parcel No. 18 Remainder on the island of St. Thomas directly across from the Western Cemetery #2. The Altona LIHTC consists of two (2) two (2) story buildings which total eight (8) rental units. Each unit has two (2) bedrooms and two (2) bathrooms.

Grandview 1&2 Apartments
The Grandview Low Income Housing Tax Credits (LIHTC) community is located at Parcel #3 Estate Donoe on the eastern end of St. Thomas. The Grandview Apartments LIHTC consists of seventy two (72) rental units. Each unit has a balcony off the master bedroom. The units also are outfitted with refrigerator, stove dishwasher, ceiling fans throughout the units which are energy efficient. Solar water heaters are also provided for all units. A community center is available with a full computer lab as well as a playground for minor children.

Amalie Terrace Apartments
Amalie Terrace Low Income Housing Tax Credits (LIHTC) community is located at 1401 Hospital Ground in the central part of St. Thomas. The Amalie Terrace Apartments LIHTC consists of six (6) three (3) story buildings which total fifty four (54) rental units. This is a mixed unit community of one (1), two (2) & three (3) bedrooms. Each unit has a balcony off the master bedroom. Each two (2) & three (3) bedroom has two (2) full baths. The units also are outfitted with refrigerator, stove dishwasher, ceiling fans throughout the units which are energy efficient. Solar water heaters are also provided for all units.

Bethlehem Village

The Bethlehem Village housing community is located mid-island in Estate Profit across the Melvin Evans Highway from The Renaissance Industrial Park and Diageo. The Bethlehem Village community consists of forty-eight (48) duplex buildings which totals to ninety-six (96) rental units. Each unit has three bedrooms and one bathroom.

Frits Lawaetz Complex

The Frits Lawaetz Complex rental community is located in Frederiksted adjacent to the Virgin Islands Legislature building. This community consists of one (1) commercial building and four (4) apartment buildings totaling 60 units. There are twenty-four (24) two bedroom units and thirty-six (36) three bedroom units that contain one bathroom per unit.

The Ruby M. Rouss housing community, also known as “Water Gut”, is located in Christiansted adjacent to the Seaborne Seaplane dock. This community has twelve (12) apartment buildings and one (1) commercial building. There are fifty-eight (58) two bedroom units and fifty-six (56) three bedroom units with one bathroom per unit.
