The Virgin Islands Housing Finance Authority (VIHFA) is committed to expanding housing opportunities across the Territory through strategic partnerships with the development community. This Land Parcel Inventory provides a centralized resource for developers interested in exploring land that may be available for residential development under the Affordable Housing Development Program.

Through this portal, users can search available parcels by island and review key information about each property to help assess development potential. The inventory is designed to promote transparency, streamline access to land resources, and encourage innovative proposals that support the creation of quality, affordable homes.

The inventory provides insights into each property’s shape, size, and location, giving contractors, developers, and potential land buyers and renters, a clear graphical representation of the land before making purchasing or development decisions.

DPNR Zoning
R-1 Residence—Low Density R-1 Zone - Permits single-family homes, is designated for residential use, and the structures may not exceed two (2) stories in height.
R-2 Residence—Low Density R-2 Zone - Permits single-family homes, is designated for residential use, and the structures may not exceed two (2) stories in height.
R-3 Residence—Medium Density R-3 Zone - Intended for residential use, permit structures up to six (6) stories in height.
R-4 Residence—Medium Density R-4 Zone - Intended for residential use, permit building structure up to three (3) stories.
P Public P-4 zone - Residential structure within the public zone shall exceed three (3) stories.
A-1 Agricultural District A-1 Zone - Residential structure within an agricultural zone should exceed a height of three (3) stories.
B-3 Business Scattered B-3 Zone - Permits both single business establishments and residential homes within the same area. No building may exceed two (2) stories in height, except that residential structures or mixed -use structures may be up to three (3) stories.
