Description

The Economic Development Project Manager implements and administers the Virgin Islands Housing Finance Authority’s (VIHFA) Community Development Block Grant -Mitigation (CDBG-MIT) Economic Resilience and Revitalization Projects per established policies and procedures. The Economic Development Project Manager shall perform various responsible and professional analytical duties related to developing, implementing, and administrating various CDBG-MIT economic or community development programs or activities.  The Economic Development Project Manager shall support the ER&R Deputy Director in creating and retaining jobs and initiatives to spur revenue generation.  Project programs or activities include public, historic, non-profit, for-profit, and private sector subrecipients.  The Economic Development Project Manager shall frequently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem-solve operational and technical policy and procedures. Furthermore, the Economic Development Project Manager shall support the development of new or existing program modifications according to the area of assignment. The Economic Development Project Manager will work closely with the Deputy Director of Economic Resilience and Revitalization, Subrecipients, Community Partners, Administrative Leadership, and Territorial and Federal Officials.  This is a Territorial Position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop a detailed project plan to track the progress of Economic Resilience and Revitalization Projects.
  • Facilitate opportunities and develop strategies to build partnerships among workforce and economic development initiatives.
  • Identifies areas for economic or business activity, for example, Opportunity Zones or locations identified by Territorial statute as Enterprise Zones
  • Coordinates and implements initiatives to promote the economic resilience and revitalization of the projects related to the CDBG-MIT Program.
  • Collaborate in developing policies, procedures, plans, and metrics and implement other program or project component strategies.
  • Collaborates with the development of work plans for the implementation of program-related projects.
  • Collaborates with the development and implementation of metrics for quantifying the services and adequate supervision of the participants in the CDBG-MIT Program.
  • Reads, researches, collects, and analyzes information from diverse sources, including databases, subrecipients, and their databases.
  • Summarizes data and provides commentary or observations based on analysis.
  • Generates reports, presentations, graphics, forms, and other documents to demonstrate information flow and program results.
  • Meets with individuals to define data needs, project requirements, and required deliverables.
  • Review Monthly Subrecipient Reports (MSRs)
  • Review Financial InvoicesSupporting Documents for Processing
  • Resolve all Project issues.
  • Participate in project status and progress meetings with Senior staff, HUD, and consultants.
  • Assess Project performance and suggest appropriate changes, as necessary, to maximize participation, efficiency, and productivity.
  • Prepares and reviews KPI metrics and reports for Senior staff and HUD with the assistance of consultants.

QUALIFICATIONS:

  • Education:
    • Bachelor’s degree from an accredited college or university in Business, Economics, Finance, or Public Administration or related field. PMP Certification or certification in a related field is preferred.
  • Experience:
    • 2-4 years of Project Management experience, preferably in economic revitalization or closely related tasks. Research experience related to the project’s specialization is desired.

 

  • Knowledge, Skills, and Abilities: Must have technical writing, presentation development, and research skills, experience with data and research, working with public sector agencies, project management, knowledge of USVI urban and rural areas, and familiarity with workforce, business, and economic development.  Experience managing projects and people; ability to manage multiple and sometimes changing projects in a fast-paced, deadline-driven environment; Excellent report writing, analytical, editing, and proofreading skills; Computer literate to include Microsoft Word, Excel, PowerPoint, and Outlook; Good oral and written communication skills; Ability to be flexible and work under pressure. Ability to maintain confidentiality in all assignments; multi-task, work collaboratively in a team-oriented environment, and problem-solve; Valid Driver’s License.

SALARY:  $70,000 - $92,000 per annum, depending upon qualifications.  CDBG-MIT Grant Funded position.
