Description

This position is part of the Division of Rental Properties and reports to the Rental Properties Manager. The position Responsible for maintenance of buildings, facilities, grounds, and light equipment. Performs carpentry, electrical, plumbing, and general repairs in response to service requests. Performs maintenance on mechanical equipment or machinery. All maintenance tasks are performed as assigned in accordance with appropriate level of skill and/or experience. The duties listed below illustrate the various types of work that may be performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Diagnoses problems and makes general repairs to the interior/exterior of buildings and facilities and maintains equipment.
  • Assists in inspecting damage to VIHFA-owned properties and work with supervisor to assess tenant/client charges according to the VIHFA protocol.
  • Performs HQS inspections in accordance with established procedures, including submitting timely reports

  • Makes repairs and adjustments to various appliances and equipment (i.e., smoke detectors) and replaces appliances and equipment when necessary.
  • Performs general interior and exterior repairs such as light electrical repairs on items to include appliances, fixtures, switches, outlets, circuits; light plumbing work, such as clearing stoppages, replacing fittings; replacement and repair of broken glass, tile, screens, draperies and locks; carpentry work, such as fitting doors, freeing windows, replacing and building shelves and refinishing floorschanges
  • Replace door lock(s) in accordance with VIHFA procedures and makes necessary
  • Starts, operates, and checks for safety and appropriate maintenance on a wide variety of small engines, hand tools, pumps, chain saws, and VIHFA maintenance vehicles.
  • May maintain and make general repairs to power tools and equipment such as pumps and vehicles, which includes checking and maintaining lubricant levels.
  • Prepares all interior/exterior wall surfaces for painting by removing electrical outlets and lighting fixtures, spreading drop cloths, scraping peeled paint, patching holes, taping and floating drywall, and/or sanding. Removes closet and bedroom doors and any markings on surfaces.
  • Sands wood surfaces to prepare for painting, varnishing and/or
  • Mixes paints as needed to match previously painted surfaces and paints all prepared surfaces with a brush, roller, or spray equipment.
  • Performs thorough clean-up of work area including removing drop cloths, masking paper and tape, and replacing fixtures, covers, and plates.
  • Cleans and maintains VIHFA-owned materials, apartments, common areas, tools, and equipment in a neat and orderly manner at all times. Maintains a neat and organized workshop area free of clutter and debris. Upon completion of maintenance task, all tools and excess supplies must be cleaned up and stored appropriately.
  • May operate any of the following types of equipment: lawn equipment and other equipment necessary to maintain and repair VIHFA grounds, drives, drainage structures, and other VIHFA
  • Checks and fuels vehicles and performs light mechanical adjustments within area of
  • Performs emergency and after-hours work as necessary and/or
  • Follows all established safety procedures and
  • Reports any lease violations and unsafe, unsanitary, or hazardous conditions encountered or observed on or in any VIHFA property or building to the appropriate personnel.
  • Maintains a professional image and attitude in keeping the objectives of the VIHFA and resident’s
  • Accountable for consistent adherence to strong VIHFA standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of VIHFA materials, supplies, resources, and other
  • Participates in job and certification training; attends continuing education classes for certifications and to stay abreast of current codes, regulations, and laws governing area of responsibility.
  • Performs other duties as required including work in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise balance the workload.

 

 

QUALIFICATIONS:

  • Education: High School graduate (or GED) or possess a vocational technician certification beyond high school, with two (2) years’ experience or training in building construction or maintenance, or in the repair or maintenance of mechanical equipment or an equivalent combination of technical training and experience.
  • Experience in Related Field: The following Certifications must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Chief Operating Officer: Fair Housing, Certification in Maintenance Technician and HQS Certification.
  • Knowledge, Skills and Abilities: Thorough knowledge of the trade skills, methods, materials, tools and equipment used in maintaining dwelling and non-dwelling facilities. Working knowledge of state and local building codes and HUD’s UPCS. Ability to understand and facilitate VIHFA compliance with industry Standards. Good degree of skill in one or more trade crafts and general knowledge of all maintenance crafts. Math skills sufficient to perform essential job functions. Skilled in the use of various hand tools, power tools, and test equipment. Thorough knowledge of occupational hazards and applicable safety precautions of the assigned work. Ability to read and/or understand directions contained in repair manuals and instructions/warning on cleaning agents, and, if assigned, ability to write service requests, maintenance reports, and inspection reports. Ability to read shop drawings, specifications, schematics, and technical documents as appropriate. Ability to understand and ensure Agency compliance with industry standards. Ability to multi-task, work collaboratively in a team-oriented environment and problem solve. Ability to communicate both orally and in writing. Ability to follow oral and written instructions. Comprehensive knowledge of the modern principals, practices and techniques of maintenance and other functional areas within the VIHFA. Ability to maintain complex records and to prepare clear and concise reports. Ability to communicate clearly and concisely, both orally and in writing. Ability to establish and maintain effective working relationships with co-workers, business contacts, and deal effectively with situations requiring tact and diplomacy, yet firmness. Ability to be proficient in Microsoft Word and Excel and other VIHFA software.

 

 

SALARY:  $40,000 – $50,000 per annum depending upon qualifications. VIHFA Funded position.
