Description
The Housing Project Manager is responsible for the implementation and administration of the Virgin Islands Housing Finance Authority’s (VIHFA) Community Development Block Grant -Mitigation (CDBG-MIT) Housing Projects in accordance with established policies and procedures. The Project Manager will play a critical role in coordinating the implementation of the Housing Projects as they launch and move towards implementation. The Housing Project Manager will also help support the Multi-Family Housing Project and URA implementation. The Housing Project Manager will work closely with the Deputy Director of Housing and Public Services, CDBG-MIT Director, Planning and construction, Administrative Leadership, consultants, contractors, Territorial and Federal Officials. This is a Territorial Position.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Develop a detailed project plan to track the progress of Housing Projects.
- Perform all tasks necessary to ensure the project is done effectively, in a timely manner, and in accordance with both the Project’s policies and procedures and HUD guidelines.
- Ensure that Project milestones are maintained, and deadlines are met, all within budgetary guidelines and constraints.
- Use appropriate verification techniques to manage changes in project scope, schedule, and cost.
- Formulate, organize, and monitor the overall performance of the Project.
- Manage Sub-recipients.
- Decide on suitable strategies and objectives in consultation with the Deputy Director of Housing and Public Services.
- Assist in the review of project documents, FAQs, and other project materials, and ensure that they are disseminated, as appropriate, to the public, and developers, and work with the Communications/PR Manager to ensure that the documents are posted on the VIHFA website.
- Work closely with other CDBG-MIT Staff to ensure efficient administration of the Project.
- Evaluate the work of housing consultants to ensure that deliverables are met and suggest modifications, as necessary.
- Provide responsive, high-quality service to grantees, developers, other CDBG-MIT staff, Territorial and Federal Officials, consultants, contractors, and the general public by providing accurate, complete, and up-to-date information in a courteous, efficient, and timely manner.
- Participate in project status and progress meetings with Senior staff, HUD, and consultants.
- Assess Project performance, and suggest appropriate changes, as necessary, to maximize participation, efficiency, and productivity.
- Resolves all Project issues.
- Prepares and reviews KPI metrics and reports for Senior staff and HUD, with the assistance of consultants.
- Customer-focused, with strong written and verbal communication Strong skills in negotiation and conflict management.
- Provide responsive, high-quality service to grantees, developers, other CDBG-MIT staff, Territorial and Federal Officials, consultants, contractors, and the general public by providing accurate, complete, and up-to-date information in a courteous, efficient, and timely manner.
- Work independently to manage, organize, and troubleshoot complex and changing processes and requirement.
- Ability to work well under pressure on deadlines and adapt to changing situations.
- Ability to read technical reports, basic civil/structural/soil engineering documents, and construction plans and specifications; demonstrate technical knowledge of building components and their functions.
- Familiarity with contract documents and specification.
QUALIFICATIONS:
- Education: Bachelor’s Degree from an accredited college or university in Project Management, Business Administration, Public Administration, Engineering, or related field PMP Certification or comparable certification in a related field preferred.
- Experience: A combination of at least 2-4 years of education and successful experience directly relevant to the position's requirements, including experience in housing development, project management, housing finance, and/or construction management. Preferred experience includes pro forma preparation, including expertise with financial terminology, computers, and scope of work software, is desirable. Also construction management experience involving HUD, CDBG, or other federal funds. Experience tracking housing projects database. Fluency in two or more languages (including English). Equivalent combination of education and experience. Experience in pro forma preparation, including expertise with financial terminology, computers, and scope of work software, is desirable.
- Knowledge, Skills and Abilities: General knowledge and understanding of CDBG, CDBG-DR and CDBG-MIT preferred. Strong analytical, problem-solving and decision-making Ability to establish and maintain effective working relationships in the course of performing your duties as Project Manager. Excellent verbal, interpersonal and written communication skills. Team player with the ability to work in a fast-paced environment. Proficiency in MS Office Applications (Word, PowerPoint, Excel, Outlook). Strong verbal, interpersonal and written communication skills. Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude. Ability to respond effectively to sensitive inquiries or complaints. Ability to work with highly sensitive and confidential information. Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to take initiative, work independently, and utilize creative skills to resolve issues. ability to be flexible and work under pressure. Attention to detail. Valid Driver’s License.
SALARY: Annual salary commensurate with qualifications. CDBG-MIT Grant Funded position.
