Description

The Infrastructure and Public Facilities Project Manager is responsible for the implementation and administration of the Virgin Islands Housing Finance Authority’s (VIHFA) Community Development Block Grant -Mitigation (CDBG-MIT) Infrastructure and Public Facilities Projects in accordance with established policies and procedures. The Project Manager will play a critical role in coordinating the implementation of the Infrastructure and Public Facilities Projects as they launch and move forward. The Infrastructure and Public Facilities Project Manager will work closely with the Deputy Director of Infrastructure and Public Facilities, CDBG-MIT Director, Administrative Leadership, consultants, and contractors, and will liaise with grantees and Territorial, and Federal Officials.  This is a Territorial Position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Create long- and short-term goals and plans, including setting targets for milestones and adhering to deadlines associated with CDBG-MIT Infrastructure and Public Facilities
  • Develop a detailed project plan to track the progress of Infrastructure and Public Facilities projects.
  • Implement and manage Infrastructure and Public Facilities projects from start to finish.
  • Assists in the drafting, development, amendment and implementation of the Action Plan, Citizen Participation Plan, and any other required policies, procedures, and processes for program implementation as identified by programs or shared services.
  • Research, draft, and review all related documents (templates, training guides, standard operating procedures, etc.); and build consensus among stakeholders.
  • Serve as a point of contact for the Authority with various project partners.
  • Perform all tasks necessary to ensure the project is done effectively, in a timely manner, and in accordance with both the Project’s policies and procedures and HUD guidelines.
  • Ensure that Project milestones are maintained, and deadlines are met, all within budgetary guidelines and constraints.
  • Ensure compliance by conducting briefing sessions, training and orientations with program participants including applicants, subrecipients, lenders, and vendors.
  • Use appropriate verification techniques to manage changes in project scope, schedule, and costs.
  • Receives and verifies completeness and compliance of invoices, and payment authorizations and coordinates through the accounting system for payment. Monitors program budget and expenditures.
  • Formulate, organize, and monitor the overall performance of the Project.
  • Manage Subrecipients and provide technical assistance.
  • Decide on suitable strategies and objectives in consultation with the Deputy Director of Infrastructure and Public Facilities.
  • Assist in the review of project documents, FAQs, and other project materials, and ensure that they are disseminated, as appropriate, to the public, and developers, and work with the Communications/PR Manager to ensure that the documents are posted on the VIHFA website.
  • Work closely with other CDBG-MIT Staff to ensure efficient administration of the Project.
  • Provide responsive, high-quality service to subrecipients, developers, other CDBG-MIT staff, Territorial and Federal Officials, consultants, contractors and the general public by providing accurate, complete, and up-to-date information in a courteous, efficient and timely manner.
  • Participate in project status and progress meetings with Senior staff, HUD and consultants.
  • Assess Project performance, and suggest appropriate changes, as necessary, to maximize participation, efficiency, and productivity.
  • Resolves all Project issues.
  • Prepares and reviews KPI metrics and reports for Senior staff and HUD, with the assistance of consultants.

QUALIFICATIONS:

  • Education: Bachelor’s Degree from an accredited college or university in Engineering, Applied Sciences, Business Administration, Public Administration, or a related field, or a bachelor’s degree plus commensurate experience in those fields. Master’s Degree from an accredited college or university in Engineering, Applied Sciences, Business Administration, Public Administration, or a related field desirable.

 

  • Experience: 3+ years of project management experience, preferably in engineering, infrastructure and public facilities projects or closely related tasks. Research experience related to the project’s specialization is desired. An equivalent combination of education and experience may be substituted.

 

  • Knowledge, Skills and Abilities: Exceptional analytical and quantitative problem-solving skills. Initiative taker, eager to break new ground, roll your sleeves up, and do whatever it takes to get across the “finish line”. A working knowledge of regulations governing the CDBG-DR Programs. Ability to work effectively with people at all levels in an organization. Ability to work in a fast-paced environment. Demonstrated ability to multi-task and work collaboratively in a team-oriented environment. Very strong computer literacy, including Microsoft Office 365. Previous experience with grant administration and financial management software applications. Excellent verbal, interpersonal, and written communication skills. Strong analytical, problem-solving, and decision-making capabilities. Valid Virgin Islands Driver’s License

SALARY:  $70,000 - $92,000 per annum depending upon qualifications.  CDBG-MIT Grant Funded position.
