    The Infrastructure and Public Facilities Project Manager is responsible for the implementation and administration of the Virgin Islands Housing Finance Authority’s (VIHFA) Community Development Block Grant -Mitigation (CDBG-MIT) Infrastructure and Public Facilities Projects in accordance with established policies and procedures. The Project Manager will play a critical role in coordinating the implementation of the Infrastructure and Public Facilities Projects as they launch and move towards implementation. The Infrastructure and Public Facilities Project Manager will work closely with the Deputy Director of Infrastructure and Public Facilities, CDBG-MIT Director, Administrative Leadership, consultants, and contractors, and will liaise with grantees, Territorial, and Federal Officials. This is a Territorial Position.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Create long- and short-term goals and plans, including setting targets for milestones and adhering to deadlines associated with CDBG-MIT Infrastructure and Public Facilities projects.
    • Develop a detailed project plan to track the progress of Infrastructure and Public Facilities
    • Manage Infrastructure and Public Facilities projects from start to
    • Serve as a point of contact for the Authority with various project
    • Perform all tasks necessary to ensure the project is done effectively, in a timely manner, and in accordance with both the Project’s policies and procedures and HUD guidelines.
    • Work closely with other CDBG-MIT Staff to ensure efficient administration of the
    • Evaluate the work of consultants to ensure that deliverables are met and suggest modifications, as
    • Provide responsive, high-quality service to grantees, developers, other CDBG-MIT staff, Territorial and Federal Officials, consultants, contractors and the general public by providing accurate, complete, and up-to-date information in a courteous, efficient and timely manner.
    • Participate in project status and progress meetings with Senior staff, HUD and
    • Assess Project performance, and suggest appropriate changes, as necessary, to maximize participation, efficiency, and productivity.

    QUALIFICATIONS:

    • Education: Bachelor’s Degree from an accredited college or university in Engineering, Business Administration, Public Administration, or related field preferred.
    • Experience:2-4 years of Project management experience Previous experience working in CDBG, CDBG-DR or other federal funding sources, or disaster related service, a plus. Equivalent combination of education and
    • Knowledge, Skills and Abilities: General knowledge and understanding of CDBG, CDBG-DR and CDBG-MIT preferred. Strong analytical, problem-solving and decision-making capabilities. Excellent verbal, interpersonal and written communication skills. Team player with the ability to work in a fast-paced environment. Proficiency in MS Office Applications (Word, PowerPoint, Excel, Outlook). Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude. Ability to respond effectively to sensitive inquiries or complaints. Ability to work with highly sensitive and confidential information. Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to take initiative, work independently, and utilize creative skills to resolve issues. ability to be flexible and work under pressure. Attention to detail. Valid Driver’s License.

    SALARY: Annual salary commensurate with qualifications. CDBG-MIT Grant Funded position.
