    Description

    The Construction Manager (CM) is responsible for individual construction projects from its initial inception to project completion. They will be required to perform highly responsible office and field work involving the inspection of construction projects to determine progress and ascertain contractors’ compliance with construction plans and specifications. Work also involves planning, and scheduling project activities, assigning, directing and inspecting the work of contractor, to ensure that performance of work is in accordance with plans and specifications. The position also ensures that all construction activities align with the established timeline, budget and project’s compliance requirements. The duties listed below are illustrations of the various types of work that may be performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position.

     

    ESSENTIAL FUNCTIONS:

    • Manages construction contracts and conducts periodic on-site observations of work during construction to ensure contract documents are being adhered to including specifications.
    • Confers with and directs the contractor’s supervisory personnel engaged in planning and executing work procedures, interpreting specifications, and coordinating various phases of construction to prevent delays.
    • Prepares inspection reports, indicating discrepancies and evidence of noncompliance and determines stages of construction progress.
    • Verbally (and in writing) notifies contractors of discrepancies found during inspections and ensures compliance.
    • Prepares construction estimates, indicating costs of materials and labor necessary for carrying out projects.
    • Provides initial project budget and conceptual schedule.
    • Prepares pay requests, procurement requisitions, and change orders for submission to the supervisor.
    • Confers with supervisory and engineering personnel and inspectors and suppliers of tools and materials to resolve construction problems and improve construction methods.
    • Inspects work  in  progress  to  ensure  that  workmanship  conforms  to construction quality control standards and specifications.
    • Prepares and reviews reports on progress, materials used and costs and adjusts work schedules as indicated by reports.
    • Participates in pre-bid, bid openings, and pre-construction meetings.
    • Participates in the process of tracking and controlling construction schedules and associated costs to achieve completion of the projects within time and monies allocated.
    • Participates in site visits to all VIHFA communities to ascertain conditions of physical structures and to detect deficiencies and troubleshoot solutions.
    • Participates in meetings regarding the Division’s projects
    • Prepares and presents information regarding assigned projects.
    • Proficiently utilize VIHFA systems and software to carry out the responsibilities of the position.
    • Participates in position specific training to stay abreast of current codes, regulations, and laws governing area of responsibility.
    • Accountable for consistent adherence to strong VIHFA standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of VIHFA information, materials, supplies, resources, and other assets.

    EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

    • Education: Bachelor’s degree in engineering, architecture, construction management or related field.
    • Experience: A minimum of 5 years of work-related experience in construction management, planning and development. Equivalent combination of education and experience
    • Knowledge, Skills, and Abilities: Knowledge of a variety of trade and craft processes sufficiently broad to recognize acceptable construction practice. Knowledge of general construction inspection practices and procedures. Knowledge of safety requirement and safety practices in construction work. Ability to read engineering drawings and specifications and to interpret them for construction control purposes. Ability to prepare construction inspection reports and construction estimates. Ability to establish and maintain effective working relationships with all persons contacted during the course of work. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Ability to work with mathematical concepts such as probability and statistical inference and fundaments of plan and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical solutions. Demonstrates the ability to multi-task, work collaboratively in a team- oriented environment and problem solve. Computer literate to include Microsoft Word, Excel, PowerPoint and Outlook. Excellent oral and written communication skills. Ability to be flexible and work under pressure. Ability to work harmoniously with other agency personnel. Ability to maintain confidentiality in all assignments.

    SALARY:  $65,000-70,000 per annum depending upon qualifications.
