The Virgin Islands Housing Finance Authority is seeking qualified applicants for the following CDBG-DR-MIT-E-Grid Grant Funded position:

Program Support Specialist

St. Thomas

The Program Support Specialist provides high-level administrative support to the Strategic Advisor to help achieve the goals, objectives, and mission of the Virgin Islands Housing Finance Authority, specifically for the CDBG-DR, CDBG-MIT, and E-Grid Programs. This is a territorial position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides direct administrative support to the Strategic Advisor.
  • Acts as a liaison between the Strategic Advisor and program leads to ensure effective execution of strategic goals.
  • Performs a range of project management and support duties for small, medium, and large projects.
  • Compiles meeting notes from internal and external meetings, develops measurable deliverables, and manages systems to ensure efficient task and project management.
  • Assists with collecting, coordinating, and reviewing information for quarterly and annual HUD reports, as well as other required reports.
  • Supports the preparation and processing of allowable program expenditures in line with Finance, Accounting, and Procurement guidelines.
  • Collaborates with program support staff to plan and execute program projects.
  • Leads research initiatives into best practices to address emerging program needs and strategic goals.
  • Prepares and processes inter-island transportation and hotel request authorizations.
  • Completes bi-weekly time and attendance approvals.
  • Drafts technical correspondences, reports, memoranda, policy recommendations, and other documentation to resolve program issues.
  • Analyzes program functions and recommends improvements to workflow, policies, standards, and procedures.
  • Provides responsive, high-quality service to grantees, developers, CDBG-MIT staff, government officials, consultants, contractors, and the public by delivering accurate and timely information.

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

  • Education: Bachelor’s Degree in Business Administration, Public Administration, Hospitality, or a related field from an accredited college or university is preferred. Equivalent years of relevant experience may be considered in lieu of a degree.
  • Experience: 3-5 years of administrative or executive support experience.

Knowledge, Skills & Abilities:  Broad knowledge and experience in office administration and executive support. Excellent organizational, time management, and multitasking skills. High energy, accuracy, and efficiency in managing multifaceted projects alongside day-to-day tasks. Strong ethical behavior, analytical skills, sound judgment, and reasoning abilities. Exceptional interpersonal, relationship-building, and communication skills (written, verbal, and presentation).

SALARY:

$45,000 - $55,000 per annum depending upon qualifications. CDBG-DR, CDBG-MIT, and E-Grid grant funded position.
