The Environmental/National Environmental Policy Act (NEPA) Field Specialist will be responsible for the leadership and coordination of field investigations and monitoring in accordance with NEPA for the VIHFA CDBG-DR, CDBG-MIT, and eGrid Programs. The primary function of this position will be gathering data, analyzing environmental conditions, and ensuring compliance with regulatory standards related to federal funding. The position also requires working with an interdisciplinary team supporting the preparation of NEPA documents through the direction of the Environmental Senior Manager.

ESSENTIAL FUNCTIONS:

  • Conduct field investigations to assist in the preparation of CATEX, EIS, EA, and similar environmental review documentations.
  • Assist consultants and Environmental/NEPA Specialist with preparation of environmental reviews.
  • Provide oversight and direction to consultants conducting field investigations, studies, and testing services.
  • Assist the Environmental/NEPA Specialist with the identification of mitigative measures based on field observations.
  • Correspond with regulatory agencies to conduct joint field investigations and ensure compliance with applicable laws and requirements.
  • Attend and participate in a variety of meetings related to project-specific environmental compliance, both internal and external.
  • Conduct environmental compliance monitoring visits to project sites and facilities to ensure adherence to applicable regulations and standards and identify areas for improvement and recommend corrective action.
  • Provide training and educational sessions to project teams and stakeholders on environmental best practices, regulations, and compliance requirements.
  • Perform other related duties and responsibilities as assigned.

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

  • Education: Bachelor’s Degree from an accredited college or university in Environmental Science, Transportation Planning, Environmental Planning, Geology, or related fields.
  • Experience: A minimum of two (2) years of relevant professional experience working on projects that involve environmental compliance or permitting. Experience overseeing and managing an interdisciplinary approach. Equivalent combination of education and experience may be substituted.
  • Knowledge, Skills & Abilities: Must have technical writing and research skills; Experience managing projects and people; Previous experience in environmental fieldwork, data collection and analysis; Knowledge of environmental regulations; Strong analytical skills and attention to detail; Excellent communication and interpersonal skills, Ability to work independently and as part of a team; Computer literate to include Microsoft Word, Excel, Outlook, and Adobe Acrobat; Experience in generating GIS maps; Ability and willingness to learn; Valid driver’s license.

SALARY:  $60,000 - $72,000 per annum depending upon qualifications. CDBG-DR grant funded position
