Description

The Compliance & Monitoring Specialist is responsible for oversight of all federal and local regulations for VIHFA’s projects, including CDBG-DR, MIT and FEMA. This position supports the Chief Operating Officer (COO) in overseeing the implementation of all operational and programmatic compliance and monitoring requirements in accordance with all applicable federal and local rules and regulations. The Compliance & Monitoring Specialist will facilitate required technical assistance through the CDBG-DR and MIT program staff. The position monitors (on behalf of HFA as a subrecipient) developers, contractors, and vendors to ensure ongoing compliance during stand up, implementation, and closeout of VIHFA’s CDBG-DR and MIT projects. This is a Territorial position.

ESSENTIAL FUNCTIONS:

  • Support the COO in the overall compliance and monitoring of all HFA sub-recipient projects, including coordination on development of required policies and procedures and ensuring compliance with all applicable federal and local rules and regulations.
  • Monitor contractual agreements and federal and local regulations and requirements.
  • Monitor and participate in compliance related site visits.
  • Liaise with the CDBG-DR and MIT Compliance and Monitoring program staff to receive information on updates impacting VIHFA (as a subrecipient) compliance with the Program’s policies and procedures and/or with laws, policies, and procedures of applicable federal and local agencies.
  • Work closely with CDBG-DR and Compliance and Monitoring program staff to ensure that VIHFA staff has the knowledge of all applicable federal and local requirements.
  • Support the VIHFA’s Compliance & Monitoring activities as a sub-recipient, including review of CDBG-DR and MIT policies and procedures for compliance; keeping abreast of monitoring approach and methodology, plans and programmatic reviews.
  • Assist in addressing identified risks and deficiencies in programmatic functions and project delivery, including those of developers, contractors, and vendors.
  • Assist with VIHFA’s (as a sub-recipient) preparation for audits and regulatory monitoring visits and development of responses to state and federal government investigations and queries.
  • Coordinate technical assistance and training on HUD and CDBG-DR/MIT requirements for VIHFA staff.
  • Inform, monitor and review all compliance documentation related to Section 3, Davis Bacon and other federal cross cutting.
  • Ensure accurate Certified Payroll Records (CPR) in compliance with Prevailing Wage Rate, Federal Davis- Bacon and Related Acts as applicable.
  • Coordinate CDBG-DR and Compliance and Monitoring program staff’s participation in pre-bid meetings.
  • Research on matters of HUD compliance.

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

  • Education: Bachelor’s degree in business administration, Auditing, Urban Planning, Public Administration or related field.
  • Experience: 3+ years of in-depth experience working in the monitoring and compliance of a federal disaster recovery or related program. Minimum of 5 years’ experience in auditing, compliance, or monitoring. Knowledge of federal or local disaster recovery program implementation, a plus. Knowledge of Section 3 recruitment, employment placement, and Davis Bacon, a Equivalent education or experience. Equivalent combination of education and experience may be substituted.
  • Knowledge, Skills & Abilities: Capable of developing requirements for tracking and assessing compliance risks, including financial risks, and developing metrics to evaluate such risks; Demonstrated leadership qualities including the ability to motivate staff; Demonstrated ability to multi-task, work collaboratively in a team-oriented environment, and problem solve in a fast-paced environment; Computer literate to include Microsoft Word, Excel, PowerPoint, and Outlook; Excellent verbal, interpersonal, and written communication skills; Ability to maintain confidentiality in all assignments; Strong analytical, problem-solving, and decision- making capabilities; Knowledge of Federal rules and regulations as they apply to Section 3 and Davis Bacon; and Valid Driver’s License.

SALARY: $54,080-$68,640 per annum depending upon qualifications.
