Description

The Payroll Administrator oversees and manages End-to-end payroll processing using ADP Workforce Now and third-party vendors. This role involves ensuring accurate and timely payroll processing and maintaining compliance with payroll laws and regulations. The Payroll Administrator will play a critical role in maintaining data integrity, resolving payroll-related issues, including review of leave and benefits, and driving process improvement within the organization. This position reports to the Chief Human Resources Officer

ESSENTIAL FUNCTIONS:

  • Case Process routine complex and non-complex biweekly payroll runs for full-time and part time employees of VIHFA.
  • Collects, organizes, and enters pay data into payroll systems.
  • Review variances and exception audits to ensure an accurate payroll, including reconciling hours and other earnings and adjustments.
  • Maintain and update insurance and other third-party payroll vendors and systems.
  • Performs payroll processes and reconciles federal-funded employees' wages, time, and effort
  • Responsible for entry of, analysis, deduction processing, and payment of deductions to appropriate agencies as applicable.
  • Analyzes, calculates, and processes taxable fringe benefits such as company vehicle use, employee stock programs, relocation, etc.
  • Responsible for Quarterly and Annual standard work such as tax analysis, filing, and remittance.
  • Prepare and submit payroll-related labor reports.
  • Identifies key issues and patterns from partial and conflicting data.
  • Takes a broad problem perspective and finds new/less apparent solutions.
  • Ensures work activities are consistent and running efficiently. Detects inconsistencies document them and communicates the need for changes.
  • Other duties as assigned.

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

  • Education: Bachelor's Degree from an accredited college or university in human resources, business, finance, or related field.
  • Experience: Minimum of 3 years of payroll experience. Experience in ADP Workforce Now a plus. Ability to teach others and troubleshoot barriers. Extensive knowledge of employee benefits and compensation. Strong analytical and problem-solving skills. Excellent time management skills with a proven ability to meet deadlines. Thorough understanding of COBRA, HIPAA, and ERISA requirements.
  • Knowledge, Skills, and Abilities: Must have technical writing, presentation development, and research skills; Experience managing projects and people; Ability to manage multiple and sometimes changing projects in a fast-paced, deadline-driven environment; Excellent report writing, analytical, editing, and proofreading skills; Strong analytical, problem-solving, and decision-making skills; Computer literate to include Microsoft Word, Excel, and Outlook; Good oral and written communication skills; Ability to be flexible and work under pressure; Ability to work harmoniously with other VIHFA and CDBG-DR personnel; Ability to maintain confidentiality in all assignments; Ability to multi-task, work collaboratively in a team-oriented environment and problem solve; Ability to perform duties with limited supervision; Sense of ownership and accountability as well as a willingness and commitment to adding value to the Authority; Ability and willingness to learn

SALARY: $70,000-80,000 per annum depending upon qualifications.
